Based on the theoretical provisions of Russian conterationalism, the features of the formation of the Stavropol Territory as a federal subject are considered. Some patterns have been identified, problematic issues are indicated, and ways to resolve them were discussed. The modeling project of the Charter of the Stavropol Territory, which is given in the appendix to the monograph, has been developed.
In the author’s concept, disclosed by the example of the Stavropol Territory, general problems of regional statehood are identified, which may be useful in studying their manifestations in the constitutional practice of other constituent entities of the Russian Federation and building legal models, taking into account regional characteristics.
