State purchases in Russia: legal regulation and measures to improve it. Monograph

The monograph discusses the main provisions and urgent problems of legal regulation of public procurement carried out in accordance with the Federal Law of April 5, 2013 “On the contract system in the field of procurement of goods, works, services to provide state and municipal needs”. In accordance with the systemic methodological approach, strategic planning documents as a legal basis for public procurement were investigated, a contract system was considered as a model of public procurement, its concept, principles and basic provisions, as well as alternative ways to provide state needs. The role of public procurement was investigated in solving urgent social and economic problems at the present stage - expanding access to the purchase of small business entities, stimulating the introduction of innovations, the purchase of goods made in accordance with a special investment contract. Studied the best foreign experience in public procurement. The main directions of the development of legislation on public procurement were determined and measures were proposed to improve it, including simplifying the rules of procurement and their centralization, introduction of typical forms, the introduction of digital procurement technologies, the creation of a common legislative basis for public procurement, the creation of a common public procurement market of the Eurasian Economic Union et al.
