The monograph considers various faces of “soft law” as an actual legal concept. The causes of the appearance and growth of “mild” tools, their classification, the historical roots of “soft law”, its concept, signs and ratio with “strict law”, advantages and disadvantages, as well as roles and functions in the system of regulating social interactions are analyzed. Decentralization and deformation of laws are considered as prerequisites for the conceptualization of “soft law”. The possibility of transferring the “soft-legal” issues to the level of national legal systems is discussed.
