The work considers social tension as a relatively new mass phenomenon for modern Russia, it is justified by its criminogenic nature and the need to consolidate in a caused complex of crime, including as one of the threats of national security, ways to reduce it are proposed.
The legislation is given as of August 2018.

Proposals are made on the criminalization of acts leading to a significant increase in social tension and the commission of crimes
