Social benefits in the Russian Federation. Intersectoral approach to legal regulation

The scientific and practical manual is devoted to topical issues of the legal regulation of social and socially significant payments under the legislation of the Russian Federation, which form a comprehensive intersectoral institution of legal regulation and are investigated within the framework of such branches of Russian law as the right to social security, labor and civil law. Features of the legal regulation of certain types of social benefits are presented in such sustainable and holistic spheres of social development as healthcare, education, physical culture and sports.
The legal nature of social benefits and their substantial disclosure in the norms of international law are investigated, the stages of the formation and development of legislation on social benefits in the Soviet state and in modern Russia are reflected. Social payments are considered as an instrument for realizing the social functions of the state.
Proposals are given to improve Russian legislation on social benefits as a whole and for certain types of payments taking into account industry regulation and relevant areas of development of Russia until 2030, and judicial practice is analyzed.

for scientists, practicing lawyers, employees of state bodies, teachers of higher educational institutions, students and graduate students, as well as for a wide range of readers interested in issues of providing the population social and socially significant payments in the Russian Federation
