Monograph of a professor of National Research University Higher School of Economics A.Yu. Sungurova is devoted to the development of the interaction in modern Russia of civil society and the authorities, forms, practices and models of such interaction in the 21st century. It presents both the search for models of this interaction in the first decade of the new century, and the strengthening of the paternalistic model in the later years, including the activities of the Presidential Council for the Development of Civil Society and Human Rights and the Public Chamber of the Russian Federation. The author hopes that the book will turn out to be useful to all those scientists, students and practices who want to figure out why Russian civil society is so difficult to develop, why the partner model of its interaction with the state does not take root and what could be done for the real participation of society in the adoption of political and managerial solutions
