The rules aimed to ensure reliable, safe and rational operation of electrical installations and their maintenance in good condition.
The rules apply to organizations, regardless of ownership and legal forms, individual entrepreneurs, as well as citizens-owners of electrical installations with voltage above 1000 V. They include requirements for consumers operating existing electrical installations with voltage up to 220 kV inclusive. The rules do not apply to electrical installations of electrical stations, block stations, enterprises of electric and heating networks operated in accordance with the Rules for the technical operation of electric stations and networks.
Investigation and accounting of violations in the operation of consumer electrical installations are carried out in accordance with the established requirements.
Investigation of accidents related to the operation of electrical installations and occurred at the facilities controlled by the Gosenergonadzor is carried out in accordance with applicable law.
The operation of electrical equipment, including household electrical appliances subject to mandatory certification, is allowed only if there is a certificate of conformity for this electrical equipment and household electrical appliances
