In monographs by authors with many years of legislative, expert and scientific experience, the main problems of the practice of applying and changing the norms of the Code of the Russian Federation on administrative offenses of 2001 were the need for a new codification of administrative-dilapetous legislation and its author"s concept was proposed.
The genesis of the Institute of Lesser Assignments in Russian Law and Legislation of the XIX-XX centuries was studied. And a modern definition of the concepts of administrative responsibility and administrative-dilapular law is given. The discussion aspects of the ratio of administrative and criminal liability and existing models of legislative regulation of public law liability in foreign countries are considered. The most important directions of reform of the system of legislation on administrative offenses in the Russian Federation and the constituent entities of the Federation are substantiated.
