In monographs in the development of previously formulated ideas and hypotheses based on an axiological methodology, a constitutional and legal characteristic of public property is justified as one of the most important legal institutions accompanying the being of any state-organized community of people, within the framework of the author’s concept, the essence of public property is revealed through the category of management in its constitutional and legal dimension. In the course of a study of the structure of the legal attitude of public property, a comparative analysis of civilistic and general theoretical approaches to the characterization of elements of legal relations, as well as the functional and structural features of the group of legal relations studied in the work, is carried out. The characteristic of public property rights as subjective public law from the category of rights of dominance (IMPERIUM), the identification and consolidation of signs of the legal personality of the public owner (including in relation to the existing concepts of legal entities of public law), and the approach to consideration as an object of legal, are formulated and stated. Relations of public property of his legal regime. The system of constitutional and legal principles of regulating relations of public property is substantiated, their normative content is highlighted, primarily taking into account the relevant legal positions of the Constitutional Court of the Russian Federation.
