This work is devoted to the concept, system and basic institutions of property law - the fundamental suburb of civil (private) law, which has not yet received proper development and legislative registration in the current Russian civil law. It analyzes both theoretical views regarding the rights of property and other property rights, as well as their embodiment and development in domestic law, as well as in law enforcement practice. Significant attention is paid to the comparative legal aspects of the problem under consideration-the legislative and theoretical execution of property law in the continental European (mainly in German) and in Anglo-American law, as well as the coverage of the historical development of the doctrine of property law. A special place is the analysis of the relevant provisions of the concept of the development of civil legislation of the Russian Federation and the proposals based on them to reform domestic property law. As an appendix, the concept of development of legislation on property law and the version of the bill of the new version of section II of the Civil Code of the Russian Federation on property law (processed for previously planned second reading in the State Duma of the Russian Federation) are given.
