The monograph examines problematic issues of increasing the effectiveness of the application of administrative legislation in the prevention of offenses. The author based on the study of Russian experience and the current state of the system of prevention of offenses, a comprehensive analysis of Russian and foreign legislation proposes a solution to conceptual problems of counteracting this complex) "social phenomenon. In this regard, the monograph made an attempt to study these problems on not from the narrow -industrial approach of certain areas of prevention, but of comprehensive legal regulation by applying the entire volume of Russian legislation by public authorities, the public and citizens and the creation of a national system of prevention of offenses.
The author’s reasonable approach of the creation of a multi-level system of state administration of preventive activity on the basis of the analysis of the norms of international, Russian and foreign law that determine this phenomenon as one of the main threats of mankind in the 21st century, determines the need to improve administrative forms and methods and methods and methods and methods and methods. The creation of comprehensive administrative measures to combat it, deduces the study of these problems to a qualitatively new level. The construction of a modern Russian democratic and legal state, the innovative economy of "trust" is impossible without creating a system of prevention of offenses related to economic activity, and its subsystem-the sphere of the consumer market and the author pays separate attention to the study of the problems of counteracting economic offenses by applying a wide complex of administrative and legal economic and other measures.
