The land reforms that began in Russia in the 1990s were supposed to lead to the emergence of a new class-private land owners, but in reality this has not happened so far. Only a small part of the rural inhabitants became the owners of de jure, and the constantly changing rules for allocating land continued to impose not only potential landowners and land users, but also employees of district administrations.
