Municipal administration in democratic states. Organization and problems of functioning

The work is devoted to municipal management in foreign democracies, the problems of its organization and functioning. The powers of the municipal administration and their legal regulation are analyzed. The structure and forms of the activities of municipal representative bodies, models and the structure of municipal executive bodies are considered. Considerable attention is paid to the impact on the municipal management of the new public management, the role of intermunicipal cooperation as the most important means of overcoming the fragmentation of the municipal management, the crisis of representative democracy at the local level and mechanisms to overcome it through direct and parsiapet democracy, the internationalization of modern municipal management and its generally accepted standards.
