The authors reveal the essence and scientific methods of organizing the local administration, the mechanism for the formation of a professional corps managers of local administrations and municipal employees. The status and functions of the local administration in local self -government are determined, and, in general, in the system of power in Russia. The tasks and methods of the professional activities of managers and the requirements for them are disclosed. A new structure and technology for the work of the municipal service and personnel services, model of job descriptions, certification technology, competition, etc., were developed.
Conclusions are based on the results of the research work of the authors, sociological surveys and the practice of conducting lectures and trainings, and managerial consulting of bodies authorities in the regions of Russia.
