The proposed publication represents the results of the first stage of the cycle of planned fundamental studies of legal problems of the implementation of national projects of socio-economic development of Russia. The monograph discusses the issues of legal ideology of implemented by national goals of large -scale transformations as a single system of legal ideas, views, representations, legal relations, subject to accounting in solving the tasks of improving and developing the legislative framework for the implementation of national projects and law enforcement practice in the relevant areas of state construction. The main attention is paid to the analysis of the legal and human rights potential to be used in the process of implementing national programs of legal means related to the sectors of constitutional, administrative, civil and criminal law.
