This monograph is the first comprehensive study on the legal regulation of public procurement for the needs of defense and security in the European Union. The analysis of the EU experience in the formation of the cross -border market of the state defense order can be useful for improving Russian legislation in this area and optimizing the legal regulation of integration processes within the framework of the Eurasian Economic Union and the organization of a collective security agreement. In addition, work may be of interest to practicing lawyers in terms of studying the experience and approaches of the EU law enforcement agencies, especially taking into account the fact that many norms in Russia and the EU are very similar.
