The monograph is the development of the concept of legal forecasting based on a systemic analysis of this area of scientific activity related to the identification of the development trends of the legal system for the development of proposals for its improvement.
The theoretical and methodological foundations of legal forecasting are established in the work, its role in the development strategy of the legal system was revealed, the prognostic directions of improving industry legislation have been studied, the mechanism of predicting legal behavior was revealed, and the organizational and institutional aspect of legal forecasting was analyzed.
The author’s proposals for the modernization of industry legislation sent to the State Duma Committee on State Building and Legislation and adopted by him (some of them have already been implemented) are issued in the form of applications to the monograph.
The author conducted two independent sociological studies (also executed in the form of an application), the results of which confirm the provisions and conclusions of the presented work.
The monograph is intended for employees of research institutions, faculty, graduate students and students of legal universities and faculties. It can attract the attention of representatives of state authorities, the public and all who are interested in the problems of legal science, lawmaking, law enforcement and the sociology of law
