The psychological and philosophical issues of consciousness are considered. The substantial components of consciousness are analyzed: attitudes, relationships, norms, values. The structure and content of legal consciousness are considered. Classification of types of attitude to law is proposed. Particular attention is paid to the psychology of terrorism. The social and psychological prerequisites for terrorism are described. The basic psychological theories of terrorism, the personal characteristics of terrorists and the specifics of terrorist groups are analyzed. Based on the analysis of the tragic events of the capture of hostages in Moscow in 2002 and in Beslan in 2004, the psychology of hostages and features of negotiations with terrorists were described. Psychological recommendations have been developed on negotiations with terrorists. The application lists the main terrorist organizations in the modern world.
