The monograph is devoted to the procedural aspects of justice in administrative offenses. It highlights doctrinal approaches to determining the justice of outstanding Russian scientists of the pre -revolutionary period, as well as issues related to the definition of this concept in the legal science of the Soviet period. From the perspective of the latest Russian legislation, the concept of “administrative jurisdiction” was considered and its ratio with the categories “justice in cases of administrative offenses” and “administrative-subgal jurisdiction” was revealed. The work is affected by the problem of the correlation of the concepts of “administrative proceedings” and “proceedings on administrative offenses”. Significant attention is paid to the procedural legal mechanism for the administration of administrative offenses, its regulatory basis is disclosed and a structural and comprehensive characteristic is given. The features of the implementation of this mechanism in the courts of general jurisdiction are considered. The prospects for development are shown, taking into account the concept of the new Administrative Code of the Russian Federation adopted in 2019 and the preparation of projects of the new Administrative Code of the Russian Federation and the PKOAP of the Russian Federation.
