The purpose of this textbook is to obtain and consolidate knowledge by students on the theory of international humanitarian law (MGP), as well as their use in law enforcement and interstate relations. The authors made considerable efforts to present the study of the MGP in an expanded context and go beyond the limits of a limited understanding of its subject as a set of legal relations of the warring parties.
The results of such a study should be:
1) Knowledge of the basic provisions of the theory of international humanitarian law, its relationship with international human rights, the content of interstate agreements of the universal and regional levels, international legal customs, the current legislation of the Russian Federation in this area, 2) the ability to navigate the application of the norms and principles of MGP, find the necessary legal information and use it, ensure compliance and clarification of the foundations of the IHP in the activities of international organizations, state authorities and management, public associations, legal entities and citizens, and organize legal training On the indicated bases, 3) the skills of making reasonable decisions in legal qualifications of circumstances in situations of armed conflicts and when using specific norms of MGP, drawing up draft regulatory acts in this area.
