Research work consists of four parts, each of which is an independent study. The first part is called "Information Superconductivity: copyright as an instrument of development" and is a detailed analysis of problems that give rise to economic and social losses and costs due to the inadequacy of the legislation with the calls of the era. On the example of a detailed analysis of the book industry in Russia and in the world, problems are analyzed that generates the inconsistency of laws on the protection of authors" rights to the technological principles of new media and social practices of the new era and the unclaimed potential of the new era is demonstrated - the effect of information superconductivity, which is the basis of innovative development
