The monograph analyzes in detail the search for a balance of such values as human rights and the security of the state in the context of the increase in hybrid threats. The concept of legal security has been allocated, the theory of conspiracy as a hybrid threat of national security was considered, and the features of counteraction to bioterrorism are presented. Particular attention is paid to the analysis of counteracting terrorist threats, as well as the problems of compliance with the basic human rights in the process of this activity.
