Housing legislation is based on the need to ensure state authorities and local self -government bodies for the exercise of the right to housing, its security, the inviolability and inadmissibility of arbitrary deprivation of the home, on the need for unhindered exercise arising from relations regulated by housing legislation, rights, as well as to recognize the equality of participants in the housing legislation of relations on the possession, use and disposal of residential premises, unless otherwise follows from this Code, another federal law or the creature of the relevant relations, the need to ensure the restoration of violated housing rights, their judicial protection, ensure the safety of the housing fund and the use of residential premises for their intended purpose
