Without claiming absolute truth, the monograph is presented with the author’s position regarding the legal and financial support of state needs in goods, works and services, depending on the current systems of public administration and financial and economic policy. The archival materials and documents used in the study, excerpts from regulatory legal acts of the corresponding historical periods allow us to most fully immerse in the atmosphere of past years and look at modern state purchases in a new way. The monograph is recommended to scientists, practicing lawyers, entrepreneurs, representatives of state and municipal customers, teachers and students. The results of the study can be a certain basis for further study of legal regulation and optimal financial support for the procurement of goods, works, services for state needs. The legislation is given as of February 2019
