The second part of the training manual "State and municipal purchases" is devoted to theoretical and methodological aspects of reforming the procurement system for public needs in Russia as a distribution mechanism that contributes to the achievement of economic policy goals. Particular attention is paid to the institutional and behavioral factors of economic reforms, the place and role of public procurement in the structure of state regulation of the economy. A comparative analysis of conceptual approaches to the organization of a proximal is given, allowing the use of a state contract system as a mechanism of proactive economic policy aimed at the formation of economic order.
