The monograph considers the problem of local management in Russia of the XIX century. The main character of this book is a man in power, whose vivid personality was manifested in his characteristic specific manner of management. There are six bright governors of the century before the focus of the author’s attention: Fedor Rostopchin, Arseny Zakrevsky, Konstantin Grot, Viktor Artsimovich, Sergey Shakhovskaya and Nikolai Baranov. One of them was in their post for relatively long, someone was literally a few years. But all of them - and each in their own way - solved the eternal problem: how to build an effective management system in the territory entrusted to them? The heroes of this book gave the answers various. Their experience, both positive and negative, perhaps it will turn out to be not pleasing in our times
