The monograph is the first Russian -language study of the principles, basic procedures and functions of the law of public order by Germany (PPZG) We are talking about the totality of the norms of the German law and order, in principle, belonging to various branches of law (primarily administrative, budget, contractual and competitive law), but jointly regulating the conditions and procedure for placing orders from public laws for work and the provision of services by the forces of subjects private law. The experience of PPZG is attractive to a harmonious combination of the interests of large corporations, on the one hand, and small and medium -sized businesses, on the other.
In the final part of the monograph, the author supplements a relative legal analysis: the reader is invited to compare the experience of the PPZG with the theory and the practice of public law partnerships in the UK.
The monograph is addressed to specialists working in the field of public procurement, including representatives of small and medium -sized businesses in Russia, and can also be applied as a training manual in relevant master"s programs and at advanced training courses
