This Federal Law regulates relations in the field of animal management in order to protect animals, as well as strengthening morality, compliance with the principles of humanity, ensuring security and other rights and legitimate interests of citizens when treating animals. The provisions of this Federal Law do not apply to relations in the field of protection and use of the animal world, relations in the field of fishing and preserving aquatic biological resources, relations in the field of aquaculture (fish farming), relations in the field of hunting and preserving hunting resources, relations in the field of maintenance and use of agricultural animals and relations in the field of maintenance and use of laboratory animals. Charity activities, volunteer (volunteer) activities in the field of animal management are carried out in accordance with the legislation on charitable activities. Relations that arise during the transportation of animals are regulated by the law in the field of transport, veterinary legislation of the Russian Federation and international treaties with the participation of the Russian Federation
