The monograph presents an author’s view of the methodological features of studying the procurement system to satisfy state and municipal needs. The author draws attention to a wide range of issues related to the parity participation of private individuals in relations with public customers, regulation of contract legal relations, problems of jurisdictional protection of the rights of procurement participants, and conflicts of law.
