The monograph is devoted to one of the most important problems of public administration in emergency situations-the problem of legal regulation and the organization of provision of emergency administrative and legal regimes. It not only discusses such modes, but also their classification is given, answers to questions are given why these regimes are called extraordinary, and not with any other modes-special, special, extraordinary, etc.
The classification of emergency administrative and legal regimes is based on criteria for classifying emergency situations, which made it possible not only to integrate them into the emergency legislation of the Russian Federation, but also to identify the problems associated with them, to determine the directions of their improvement.
The work pays considerable attention to the events related to the Covid-19 analyzed both the problems of legal regulation in the context of the pandemic and the organization of providing regimes of increased readiness and emergency.
The legislation is given as of March 31, 2022
The author is given numerous definitions that are used in order to systematize and generalize the above material. The monograph will be interesting to scientists, graduate students and students of higher educational institutions studying in legal areas and specialties will also be useful to legislators
