The training manual addresses issues related to the exemption from criminal liability for the illegal acquisition, storage, transportation, manufacture or processing of drugs without the purpose of their sales. The concept and signs of voluntary drug surrender and actively promoting the disclosure of drug crime are investigated, as well as circumstances that exclude the voluntariness of the survival of narcotic drugs. The problems of the use of note 1 to Art. 228 of the Criminal Code of the Russian Federation, recommendations for their decision are given, examples from judicial practice are given.
