In the monograph, an analysis of the historical development of the assessment of land resources in the world and the mass (cadastral) assessment in Russia was carried out. The main problems that evaluative organizations are faced with the cadastral assessment and interpretation of its results for taxation are identified and disclosed. The extremely urgent need to take into account when evaluating land resources of the availability of zones with special conditions for using the territory both in terms of legislatively imposed restrictions and from the point of view of the significance of this factor attribute in determining the cadastral value of land plots. Alternative methods of accounting zones are presented with special conditions for using the territory when calculating the cost of lands of various categories and types of permitted use. Conceptual provisions and principles of mass assessment have been developed taking into account zones with special conditions for the use of the territory, on the basis of which the methods of assessing land in a developed and poorly developed market are proposed. Recommendations are given on the use of the developed methodological apparatus for an individual assessment of land plots and calculating real damage in connection with the presence of encumbrances in the territory.
