The system of contracts in the electric power industry in Russian legislation is due to the reform of the industry and its adaptation to the conditions of the market economy. At the same time, the reform did not achieve one of its main goals - the formation of developed competition in the wholesale and retail markets of electric energy.
Despite the greater law-making work aimed at regulating contractual relations in the field of electric power, there are still many problematic issues of both theoretical and practical nature. The problems of contractual interaction between the subjects of the electric power industry, as well as between them and consumers (so, did not form the optimal system of contracts, freedom of discretion of electric power and consumers in the formulation of contractual conditions, is significantly limited due to the predominance of imperative norms of the legislation, there is a problem of consumer payment discipline) . The judicial practice does not help to overcome these problems, which is not always distinguished by uniformity.
The monographs analyzed the main problems of legal regulation of contractual relations in the field of electric power industry, the author"s classification of such contracts was formulated, the legal nature of electric energy as an object of civil rights, the features of contractual relations in the wholesale and retail markets of electric energy were exposed, and the prospects of legal regulation of contracts were considered. in the field of renewable energy and distributed generation.
