Development management. Program-target approach

The monograph includes an analysis of the program-targeted management in Russia, starting in the 20s of the last century and covering the modern period.
The author offers a new approach to software-target management, focused on development. For this purpose, a new paradigm is presented, based on the formation of a single contour of the program-targeted management, including the linking of territorial and industry planning, the integration of national (federal) projects, regional integration, accounting of synergetic inter-programs.
In the work, acute issues of increasing the effectiveness and effectiveness of state programs of the federal and regional levels are raised.
