A comparative legal analysis of foreign experience of legal regulation of functional decentralization, widely introduced in many foreign states as a modern method of public management, is presented. Legislative acts in this area and the practice of their implementation in the UK, USA, Canada, Poland, France, Germany - states where developed legislation and gained significant experience in the reform of the executive authorities have been investigated.
The main stages of development of functional decentralized bodies and institutions of these countries, their types, structure and competence, features of modern organization and the main areas of activity are considered, and the assessment of positive and negative trends in their development is given.
