The monograph discusses the strategic prerequisites for the formation and development of the theory and methodology of customs administration. The existing system for evaluating customs structures is presented and a systematic analysis of the development trends of institutes of administration abroad. The restrictions on the traditional theory of administration have been investigated, the concept of the development of customs institutions based on service-oriented and client-centric approaches is shown. The development of the theory is built taking into account the qualitative transformation of the customs paradigm and changes in the trajectory of digitalization and intellectualization of administration technology. The theory is positioned as a fundamental basis for the development of customs. The methodology of service-oriented administration has been developed, taking into account the features of the level model of changes in the development of world trade, public administration and customs administrations. The methodology is integrative in nature, combining the service-evolutionary and cognitive-evolutionary approaches. Models of development of customs authorities, a methodology for a comprehensive assessment of strategic and tactical decisions are presented. The concept of service administration in electronic customs authorities is justified.
