In the monograph, in addition to analyzing the norms of criminal procedure legislation governing the stage of criminal proceedings, aspects of the problem of law enforcement agencies at the initial stage of criminal proceedings are also highlighted: the procedure for taking a crime, the procedure for verifying a crime report. In addition, the author investigated certain problems of the institution of refusal to institute criminal proceedings. Based on the analysis, the author makes a number of proposals for improving modern criminal procedure legislation in terms of the initial stage of criminal proceedings.
