It is proved that the criminal community cannot be reduced to a criminal organization and even more so to an organized criminal group. It is shown that criminal communities in various states have common, corresponding to modern challenges, and specific features due to the national-ethnic mentality and the characteristics of state-legal development. Various concepts of the fight against organized crime are considered, criminological and legal measures to counteract the activities of terrorist, extremist and general criminal communities are proposed.
