The monograph is devoted to the search for ways to increase the effectiveness of public administration in crisis situations. The relationship between the crisis situation with the problems of legal uncertainty and legally significant risks has been traced. The content characteristics of the crisis as a social phenomenon, the causes and types of crisis situations, the problem of their legal definition, as well as the influence of the crisis on changes in the activities of state authorities and local self -government are considered. A universal means of coordination of the activities of authorities and their officials in the crisis period - the mechanism of legal coordination was proposed.

The issues of the legality of restricting the constitutional rights of citizens in a crisis, issues of enforcement of special legal regimes, providing for other ways, forms and limits of the realization by citizens of their subjective rights have been studied.
