The book has a postal commentary on the Federal Law of December 22, 2020 No. 439-ФЗ “On the Procedure for the Formation of the Council of the Federation of the Federal Assembly of the Russian Federation”. The foundations of the formation of the Federation Council, the requirements for candidates and the procedure for vesting the powers of the senator of the Russian Federation, the rules for determining the beginning and termination of the powers of the senator are considered in detail. A comparative analysis is given with the “predecessor” of the commented law-Federal Law of December 3, 2012 No. 229-ФЗ “On the Procedure for the Formation of the Council of the Federation of the Federal Assembly of the Russian Federation”.
