The comment was prepared by leading specialists in the field of criminal law of the Department of Criminal Law of the Russian State University of Justice with the participation of judges of the Supreme Court of the Russian Federation and the Department of Criminal Law of the Moscow State Law University named after O. E. Kutafina.
