The normative material is presented, the objectives of the program, its content, the expected results, tests, practical tasks, the keys to their solution, etc. are disclosed to solve the most complex and urgent problems on the examples of regulatory legal acts issued by the executive authorities of the constituent entities of the Russian Federation.
