In the presented monograph, administrative liability for violation of licensing and permissive legislation is considered as a variety of administrative coercion and legal liability. The significance and peculiarity of the sphere of licensing in public administration in the Russian Federation is emphasized. The analysis of the current legislative foundations of administrative responsibility in this area of public relations was carried out. Particular attention is paid to the study and assessment of the concept of the new Administrative Code of the Russian Federation, as well as the project of the new Administrative Code of the Russian Federation. The stages and periods of the formation, development of legislation on administrative responsibility in the field of licensing in the Russian Federation are considered. The actual basis for administrative responsibility was studied - an administrative offense, its features, the elements of the legal composition were analyzed. Various classifications of administrative offenses in the field of licensing are proposed and their general characteristic is given. Administrative punishments applied for the commission of illegal acts in the field of licensing have been investigated. Particular attention is paid to appealing the decisions on the sentences for committing administrative offenses in the field of licensing. The general characteristic of the appeal of decisions on the imposition of administrative punishments for the commission of administrative offenses in the field of licensing, as well as the materials of judicial and administrative practice, is given. The author defines areas to improve administrative liability legislation in the Russian Federation. The legislation of foreign countries in the field of licensing activities and administrative responsibility has been characterized, proposals were made to recycled its reception to the legislation of the Russian Federation. The monograph was prepared taking into account the prospects of further development in the field of licensing and administrative responsibility in the Russian Federation.
