The monograph is devoted to the formation of the theory of administrative and legal stimulation. On the basis of general theoretical approaches to the content of legal incentives, the concept of "administrative-legal stimulation" and its signs are justified. The structure and content of the stimulating administrative-legal relationship are disclosed. Forms of expression of legal incentives in the norms of administrative law are presented, primarily in the Code of the Russian Federation on administrative offenses. The possibility of the positive impact of the implementation of the means and methods of administrative and legal incentives for administrative tort in various fields of public life, including in the field of drug trafficking and drug consumption.
