Land legislation in accordance with the Constitution of the Russian Federation is in the joint jurisdiction of the Russian Federation and constituent entities of the Russian Federation. Land legislation consists of this Code, federal laws and the laws of the constituent entities of the Russian Federation adopted in accordance with them.
The norms of land law contained in other federal laws, laws of the constituent entities of the Russian Federation must comply with this Code.
Land relations can also be regulated by decrees of the President of the Russian Federation, which should not contradict this Code, federal laws.
The Government of the Russian Federation makes decisions governing land relations within the powers defined by this Code, federal laws, as well as decrees of the President of the Russian Federation governing land relations.
Based on and in fulfillment of this Code, federal laws, other regulatory legal acts of the Russian Federation, laws of the constituent entities of the Russian Federation, the executive authorities of the constituent entities of the Russian Federation within the limits of their powers may issue acts containing land law.
