The action of the novel takes place in 1898. Lychkov's friend, a Livonian named Jan Titus, went to Riga for the funeral of his older brother, Yazep. And he found out that his brother had been killed. The police don't want to search for the culprits. Yazep Titus was a thief and a smuggler, he was killed - that's what he deserved... When Jan starts his own investigation, he is advised to leave the city.
Learning about this, the outraged Lychkov comes to Riga to help his comrade. And they start searching for the killers on their own. During the investigation, the friends uncover a spy network and encounter numerous thugs from the Riga suburbs. In Riga, there is a German domination, and it is not easy for Russian detectives. The ongoing gang war further complicates the search...
