The problems of budget borrowing management in classical political economy and keynotees, problems of public debt management in institutional economic theory, as well as a methodology for studying institutional tools for regional debt management on the example of the Volgograd region, Moscow cities, St. Petersburg and other Russian regions are analyzed.
The conceptual approach to the regional debt management management is diagnosed, the state and main directions of development of the regional debt management system of the constituent entity of the Russian Federation were diagnosed, the management of federal borrowing management tools, which ensure the financial security of the region, is analyzed by the regional debt reproduction mechanism based on borrowing risks. And the assessment of the creditworthiness of the region, the mechanisms of increasing the efficiency of regional debt management and proposed a methodology for managing subfederal borrowings in modern Russia.
