The monograph presents a multifactor analysis of the state library system of Germany in the context of contemporary political and cultural processes. It proposes a conceptual model of the library system of Germany, demonstrates its interaction with the highest bodies of state power in the conditions of the emerging national document and information space, reveals the systemic relationship between state information and library policies. For the first time, the influence of state information policy on library affairs in Germany is considered, the structural-functional features of German scientific libraries are identified based on a specially developed methodology using modeling and a scenario approach. The importance of the regional factor in the development of the state library system is justified. Based on the methodology of the discipline of "international and comparative librarianship," the common and special features of the state libraries of Russia and Germany are determined, and a comparative study of the relationship between library and information policies in Russia and Germany is conducted.
