After visiting institutions where mentally disabled people are subjected to lifelong imprisonment, the main character of the novel experiences such horror that he decides to establish, together with his beloved, an International of Fools for their protection under the slogan 'Oligophrenics of all countries, unite!'. Engaged in organizing this International, the lovers travel throughout Europe and discover that such an International has long existed and rules the world. It is directed not only against geniuses but also against all normal people. Only people who fantasize, like the main character, a person willing to transform dreams into reality, can resist the fools.
