Like the two earlier monographs of the author, this paper is devoted to the analysis of relations between the Russian Federation and the European Union. Previously covered the period 2004-2005 and 2006-2008. The new speakers take place in 2008-2009. It consists of eight sections, in which the shifts occurring in the EU under the influence of the Lisbon contract, the progressive strengthening of Brussels" positions in the international arena and the influence of the processes occurring in the world for cooperation between Russia and the EU. Particular attention is paid to the possibilities of their interaction in strengthening security on the continent and building common spaces.
